# Adds APIs and capabilities for outbound payments and transfers

## What’s new

Adds the following APIs for outbound money movement:

- **Payout Intents**: Create an intent to send funds from a financial account to a payout method. Preview estimated fees and FX rates, schedule the payout, and require confirmation before moving funds.
- **Recipient Verifications**: [Verify recipient details](https://docs.stripe.com/api/v2/money-management/recipient-verifications.md?api-version=2026-10-28.preview) by setting [recipient_verification](https://docs.stripe.com/api/v2/money-management/outbound-payments/create.md?api-version=2026-10-28.preview#v2_create_outbound_payments-recipient_verification) on an Outbound Payment. Recipient verification supports Confirmation of Payee (CoP) for UK domestic payouts and Verification of Payee (VoP) for intra-EU payouts.

Also adds the following capabilities:

- **Statement descriptors**: Set a statement descriptor for each payout to customize how transactions appear on bank statements.
- **Payment rail selection**: Enable specific bank account capabilities and set [payout_method_options](https://docs.stripe.com/api/v2/money-management/outbound-payments/create.md?api-version=2026-10-28.preview#v2_create_outbound_payments-to-payout_method_options) to select a payment rail. Supported rails include ACH, Fedwire, FPS, SEPA, Swift, and RTP.
- **Tracking details**: Retrieve tracking information for Outbound Payments to monitor payment status and progress.
- **Outbound Payment Quotes estimated fees**: Minor adjustments in the [estimated_fees](https://docs.stripe.com/api/v2/money-management/outbound-payment-quotes/object.md?api-version=2026-10-28.preview#v2_outbound_payment_quote_object-estimated_fees) including adding tax amounts where applicable and a new [next_day_payout_fee](https://docs.stripe.com/api/v2/money-management/outbound-payment-quotes/object.md?api-version=2026-10-28.preview#v2_outbound_payment_quote_object-estimated_fees-type) type.

## Why is this a breaking change?

This release removes the `created_gt`, `created_gte`, `created_lt`, and `created_lte` parameters from the [list Outbound Payments operation](https://docs.stripe.com/api/v2/money-management/outbound-payments/list.md?api-version=2026-10-28.preview). Use the [created](https://docs.stripe.com/api/v2/money-management/outbound-payments/list.md?api-version=2026-10-28.preview#v2_list_outbound_payments-created) parameter, which now accepts an object containing comparison operators.

Changes the default submission timing for ACH payouts from same-day to next-day. Requests that omit the submission timing now use next-day ACH.

## Impact

These changes affect how you build and manage payment flows:

**Breaking change**: If your integration uses `created_gt`, `created_gte`, `created_lt`, or `created_lte` to [list Outbound Payments](https://docs.stripe.com/api/v2/money-management/outbound-payments/list.md?api-version=2026-10-28.preview), update it to use the nested `created` parameter. For REST API requests, use bracket notation, such as `created[gte]=2026-10-01T00:00:00Z`. For SDK requests, use the corresponding nested field on the `created` parameter, as shown in the SDK changes table.

**ACH submission timing**: If your integration depends on same-day ACH by default, set [to.payout_method_options.bank_account.preferred_network_options.ach.submission](https://docs.stripe.com/api/v2/money-management/outbound-payments/create.md?api-version=2026-10-28.preview#v2_create_outbound_payments-to-payout_method_options-bank_account-preferred_network_options-ach-submission) to `same_day` to preserve the existing behavior.

**New capabilities**: You can set statement descriptors, verify recipient details for supported payment flows, and retrieve tracking information for Outbound Payments. You can also use payout intents to preview fee estimates and schedule payments.

**Payment rail selection**: Enable bank account capabilities and set `payout_method_options` to select a supported payment rail, including ACH, Fedwire, FPS, SEPA, Swift, or RTP.
