# Adds Billing Evaluations for assessing non-payment abuse risk

## What’s new

Adds the ability to [create](https://docs.stripe.com/api/radar/billing-evaluation/create.md?api-version=2026-09-30.preview) the new [Billing Evaluation](https://docs.stripe.com/api/radar/billing-evaluation/object.md?api-version=2026-09-30.preview) object for [Radar](https://docs.stripe.com/radar.md). A Billing Evaluation assesses the non-payment abuse risk of an upcoming charge before you attempt payment. You provide [customer_details](https://docs.stripe.com/api/radar/billing-evaluation/create.md?api-version=2026-09-30.preview#create_radar_billing_evaluation-customer_details) and [payment_details](https://docs.stripe.com/api/radar/billing-evaluation/create.md?api-version=2026-09-30.preview#create_radar_billing_evaluation-payment_details) for the anticipated charge, and the API returns a `non_payment_abuse` signal with a `risk_level` (one of `elevated`, `highest`, `low`, `normal`, `not_assessed`, or `unknown`) and an `evaluated_at` timestamp.

The `client_device_metadata_details` parameter is optional because billing evaluations typically run server-side for future charges where a Radar session doesn’t exist. You can’t currently retrieve or list the evaluations.

## Impact

If you use [Radar Pro](https://docs.stripe.com/radar/how-radar-works.md#compare-plans) with a usage-based or post-paid billing model, you can screen upcoming charges for non-payment abuse risk and take action, such as issuing an invoice early or limiting access, before extending service to a customer.
